In properties where plumbing configurations do not allow for individual metering, the Rubs system can be implemented. This system allocates residents a proportionate fee based upon square footage and/or occupancy of each unit. Where this allocation style is implemented there is either a small or no up front cost to the owner, and a small monthly charge to the residents, as with individual metering.
